Default Chart Analysts - Educate me on developing inverted head and shoulders

I've been trying to research historical trends but seem to be having some difficulty arriving at my own explanation.

Silver "could" be in an inverse head and shoulders pattern...I understand that if it were to reverse trend and break out above the neckline (now somewhere around $39 I think) that it would in fact go higher beyond that point.

My question is: What historically happens in an inverted head and shoulders when the reversal does not occur and the price tracks downward below the head, (around $27)?

IME, thats a failed pattern then and instead a confirmation of the downward trend formed by the LS, the Head and the new low.
